What is the angle of the Sea-Dog Rod Holder?

I'm looking at the Sea-Dog Tournament Rod Holders, Polypropylene...
I’m looking at the Sea-Dog Tournament Rod Holders, Polypropylene. The 2 and 3 slot holders. Does mounting hardward come with these? And can you tell me how many inches it is from the bottom of the holder to the top of the top cross piece or screw hole? I have limited space in one area I want to mount these. They do not come with hardware (people rivet them to aluminum, screw them into wood and fiberglass, bolt them if there is rear access). From the bottom of the tube (which you could trim shorter if fitting to a shorter area) to the top mounting strap it is about 9.5".
