Generally mounting hardware is not included since we do not have any idea what you are using it for. It is a standard item that could be sourced at just about any hardware store.

Swivel Plate Mount For Folding Boat Seat
I have a Lowe1467 Sea Nymph V Series fishing boat. The seats in the boat are pretty wide with rounded edges on top. I purchased two slider mounts and the rails about 8 years ago and now I need another exactly like them for an extra seat, but cannot find one. The plate and swivel mount I need is 13" long and 10" wide. It has a lip on it to hook onto the rails I have mounted on my boat seats that have a 90 degree bend, then a 45 degree off that and the lip that hooks into the rail on the boat seat is about a 1/2 inch curl off the 45 degree. This swivel plate has a hole in it to align the holes for the swivel that mount directly onto the folding boat seat, then you lean this forward and it hooks into the rail that is mounted on the seats in my Lowe boat.
