What is the best way to affix anchor bolts or screws to the plywood.

Most people use fender washers that are available at home improvement stores. I would also suggest purchasing stainless bolts there as well. The gold standard is to fashion a complete backing plate that distributes the load of the pedestal across the plate. On my boat, I use 1/8" aluminum plate which also can be purchased at most home improvement stores.

Seat fasteners - plastic nylon fasteners

I had to replace some wood backing in the seats of my boat and in the process the nylon fasteners that held them in place broke because of age. They’re similar to the fasteners used in a car or truck to hold door panels in place. They’re about an inch long, 5/16 around and have ribbed sides to grab the wood and fiberglass boat sections. Any idea where I might find some?
